Page 4A NEWS Hays Free Press May 15, 2013 # BY ANDY SEVILLA andy@haysfreepress.com The Texas State Data Center (SDC) projected Hays Coun- ty's population at 628,309 by the year 2040 - a 400 percent increase from the U.S. Cen- sus Bureau's 2010 population figures - and the Capital Area Metropolitan Planning Organi- zation (CAMPO) seems poised to incorporate that number in its 2040 Plan. The SDC's 1.0 population forecast is the most aggressive of all the projections offered for CAMPO's plan. The SDC's 1.0 scenario assumes that the trends in the age, sex and race/ ethnicity net migration rates from 2000-2010 will character- ize those occurring in the fu- ture, CAMPO documents state. CAMPO's 2040 Plan is a long- range transportation-planning document, according to Geo- graphic Information System and Modeling Program Man- ager Daniel Yang. The plan contains multi-modal trans- portation projects to be imple- mented by various transporta- tion service providers at the state, regional, county and city levels in the six counties - Hays, Bastrop, Burnet, Ca/dwell, Tra- vis and Williamson- that make up the planning organization. Population projections are one of the first steps for esti- mating the size of total travel demand for the horizon year; in this case it is year 2040. CAMPO staff is proposing Building Kyle for Today & Tomorrow the SDC's 1.0 projections for all six counties to their Technical Advisory Committee (TAC) at their May 22 meeting, where that committee will then make a recommendation to the CAMPO board who is expected to finalize county forecast pro- jections for the 2040 Plan at the# June meeting, according toYang. TAC or CAMPO board mem- bers could also recommend using other population projec- tions. The TexasWater Develop- ment Board has estimated Hays County's population at 369,860 for year 2040, and the SDC's 0.5 scenario estimates the popula- tion at 369,861 for 2040. The SDC's 0.5 scenario as- sumes rates of net migration one-half of those in 2000-2010. The 0.5 scenario is projected because many counties in Texas are unlikely to continue experiencing the overall levels of relative extensive growth of the 2000-2010 decade, accord- ing to CAMPO documents. This scenario projects rates of population growth that are slower than the post 2000 decade, but continue steady growth. The CAMPO Plan is updat- ed every five years per federal transportation law, as long as the area is in an air quality at- tainment status promulgated by the U.S. Environmental Pro- tection Agency (EPA) and the U.S. Department of Transpor- tation, Yang said. CAMPO is a federally man- dated metropolitan planning organization for long and short range transportation planning in the Austin-Round Rock- Marble Falls Combined Metro- politan Statistical Area (CMSA). Coming into his freshman year he only weighed 118 pounds with a height of 5'4", but he's now at 5' 10" and weighing in at 180 pounds, as a junior. He is proud to say he has been invited to the summer camp tryouts at Midwestem State University, and is still get- ring invitations from other colleges. Last year, Jacob and 1 went to watch Team USA play Canada in the World Tournament. He was inspired to try out for the team, and on April 31 he was selected along with 100 others from the nation to be a part of the U- 18 USA Team. He will have the opportunity to compete with the best players from through- out the nation from July 6th-12th. Congratulations, Jacob. Hard work does pay off.
